The adjuster is more than likely an IA. An Independent Adjuster.

In other words, what that means is that they review the damages and send a packet of photos, notes, and descriptions of all damages they find. At this point an adjuster at USAA reviews that information and determines if a contractor is needed. Your damages must have either been Hail or Wind that exceeded your deductible of probably $1000 and it was determined that it needed a contractor. Although the check includes your name when it is sent to the contractor, they are unable to cash it until all work is completed and YOU endorse the check.

If for any reason you do not want to follow through with the contractor, you always have the option of calling USAA to advise them you will use your own. The contractors that USAA assigns come from a company called Contractor Connections that USAA is affiliated with and helps it not only save money but keep a closer eye on what the contractor is doing/charging for. If you decide to use your own contractor and do it yourself, the money is subjected to recoverable depreciation. So, you don't really lose the money at the end of the day as long as you complete all the repairs for the home and submit photos/receipts of the damages.

You should receive the money back from USAA once everything is said and done. And if you finish the work and still haven't received the full amount of the check, what does it matter as long as your homes fixed?

thats all that should matter at the end of the day. Not profit from an insurance check.
